Asma M. Horstmann

Project Manager

13 years of experience in the real estate and public finance industries, with a focus on business development, project management, site selection, and financial analysis. Throughout her career, Asma has worked on the planning and development of commercial and industrial projects for both public and private entities, with a particular experience in the complex Tax Credit Market in Pennsylvania for the acquisition, rehabilitation, and new construction of affordable housing and community & economic development projects. From concept to site selection, development to occupancy, Asma has worked closely with developers focused on improving the quality of life of underserved communities. Early experience in commercial real estate, municipal finance, and residential real estate has groomed her to foster economic opportunities for rural development, urban revival, and preservation of historic "Main Streets".

Experience

DEVELOPMENT ANALYST – MULLIN & LONERGAN
Asma provided key support to developers, non-profits, housing authorities, and community foundations with the development process, including feasibility analysis, site selection, development & operating budgets, determining rent & income limits, analyzing cash flow to reviewing market studies, environmental reports, and appraisals for the feasibility of the project in conjunction with the strict guidelines set forth by Pennsylvania Housing Finance Agency’s (PHFA) allocation plan for tax credits. With the help of syndicators and equity partners, she was able to assist clients with soft funding in forms of subsidies from federal, state, and local government programs such as PennHOMES, PHARE funding, ACT 137, DCED Funds, Community Development Block Grant, and PHFA Marcellus Shale funds.

MUNICIPAL BOND ASSOCIATE AT PUBLIC FINANCIAL MANAGEMENT, INC. (PFM) 
Program administrator for $645 Million Dollar Emmaus General Authority/Pennsylvania Local Government Investment Trust (PLGIT) Municipal Bond Pool Program. Asma provided debt and transaction management services to all pool clients including Municipalities, School Districts and Authorities. Assisted in both competitive and negotiated Bond Sales and worked closely with credit rating agencies, underwriters, municipal bond insurance companies and attorneys to compile Official Statements for bond transactions.

SALES ASSOCIATE AT NAI/COMMERCIAL INDUSTRIAL REALTY (NAICIR)
Asma represented sellers, buyers, landlords and tenants in real estate brokerage services. Assisted clients in site selection, redevelopment and land development projects. Managed and maintained an extensive database to analyze market statistics and trends in the Central PA real estate market.
